How electrical certificates, eicr and pat works

1. Count the circuits, not the rooms. The unit of work is the circuit. A small flat may have six ways in the consumer unit and a large house twenty, and each one is isolated, tested and recorded separately. When you ask for a quote, say how many ways the board has and whether there is more than one board. A quote given per property rather than per circuit is being priced on an assumption somebody will revisit on the day.
2. Say what the report is for. A landlord meeting the private rented sector duty needs a report that names the next inspection date and stands up to a local housing authority. A seller wants reassurance for a buyer. A commercial occupier may need a report a client or an insurer will read. The inspection is the same work; what changes is the reporting and the follow-up, and the quote should say which you are getting.
3. Ask what happens when it comes back unsatisfactory. An EICR is a report, not a repair. Where it records a C1 or C2 the installation is unsatisfactory and remedial work is needed before the certificate means anything. Ask before the visit whether remedial work is quoted separately, whether the inspector will price it on the day, and whether a re-inspection or a written confirmation of the work is included.
4. Check who is signing it. The report is only worth the competence of the person who issued it. The regulations require a qualified person, and in practice that means somebody with the training, experience and instruments to inspect and test to BS 7671. Ask for the individual's qualifications rather than the company's badge, and check the scheme membership number rather than the logo.
5. Get the scope written down before the visit. The variables that move a price are all knowable in advance: how many circuits, whether the board is accessible, whether the property is occupied and furnished, how much of the installation is concealed, and whether a same-day remedial quote is wanted. An enquiry that carries those answers gets comparable prices back rather than a range.
