Level 2 food hygiene is the competence a food handler is normally expected to reach, and the law behind it does not name it. What the regulations require is that food handlers are supervised, instructed and trained in food hygiene matters appropriate to their work, and that the business runs a documented food safety management system based on HACCP principles. Level 2 is how the industry meets the first of those, and this section is about the second.

How food hygiene and haccp works
- Start with what the law actually says. Assimilated Regulation 852/2004 requires a documented food safety management system based on HACCP principles, and requires food handlers to be supervised and trained appropriately for the work they do. It does not prescribe a course, a level or a certificate, which is why the answer to what level do I need is a judgement about the role rather than a lookup.
- Match the level to the job. A person handling wrapped food and a chef running a kitchen do not need the same instruction. Level 1 suits low risk handling, level 2 is the working standard for anyone preparing open food, and level 3 is aimed at the supervisor or manager who has to design and monitor the system rather than only follow it.
- Write the food safety management system down. Safer food, better business is the FSA's own pack for small caterers and retailers and it is free. A completed pack, kept up to date with its daily diary, is the document an environmental health officer asks to see, and having it is the single clearest difference between a good rating and a poor one.
- Keep the records that prove it. Temperature checks, cleaning schedules, supplier records, allergen information and staff instruction. The system is only worth what the records behind it show, and due diligence in the statutory sense is evidence rather than intention.
- Get an audit before the inspector does. A food safety consultant or auditor will walk the premises against the same standard the local authority uses and tell you what an officer will find. Booking that before an inspection is cheaper than recovering a rating afterwards, and it is what this section's enquiry form is for.

- Is level 2 food hygiene a legal requirement?
- Not in those words. The law requires appropriate supervision, instruction and training for the work being done, and level 2 is how most GB businesses evidence it for staff preparing open food.
- How long does level 2 food hygiene last?
- There is no statutory expiry. Industry practice and most local authorities work to a refresh every three years, and a business that can show current competence rather than an old certificate is in a stronger position either way.
- Who has to hold level 3?
- Nobody by name in the regulations. It is aimed at the person who writes and monitors the food safety management system, which in a small business is usually the owner or the head chef.
