How asbestos survey cost works

1. Establish which survey the building needs. A management survey is the routine one: it locates asbestos that could be disturbed during normal occupation and is what the regulation 4 duty to manage asks for. A refurbishment and demolition survey is intrusive, goes into the fabric, and is what the law requires before work starts. Being quoted for the cheaper one when the job needs the other is the most expensive mistake on this page.
2. Count the rooms and the floors, not the square metres. Survey time scales with the number of discrete spaces a surveyor has to enter, record and photograph, plus lofts, cellars, outbuildings and plant rooms. A large open warehouse can survey faster than a small building chopped into twenty offices, so a quote that asks only for the floor area has not asked the question that sets its own cost.
3. Ask how many samples are included. Most survey quotes include a stated number of samples and charge per sample after that. Each one is a separate laboratory analysis, so a building with several suspect materials can carry a bill well above the headline. Ask what the included number is and what each extra costs before the surveyor arrives, not after.
4. Check the accreditation, not the logo. Survey work is expected to be done by an organisation accredited to ISO 17020 by UKAS, or by a surveyor with the relevant certificate of competence. Accreditation is checkable and named on a certificate with a number; a trade-body badge on a website is not the same thing and does not mean the same thing.
5. Read what the report has to contain. A survey earns its price in the report: a plan showing where each material is, what it is, its condition, the risk assessment and the recommended action, plus a register the duty holder can actually keep. A quote that does not say the report includes a material assessment and a site plan is quoting for a visit rather than for a document you can hand to a contractor.

Do I legally need an asbestos survey?

There is no duty to survey as such. There is a duty on whoever is responsible for maintenance and repair of non-domestic premises to find out whether asbestos is present, and a survey is the normal way to do that. Before refurbishment or demolition work, the duty holder must ensure asbestos is identified so the work does not disturb it unknowingly.

Does my house need one?

The duty to manage does not apply to a purely domestic home, but the common parts of flats normally are covered, and any building work still has to avoid disturbing asbestos. Owners of pre-2000 houses most often buy a survey because a builder has refused to start without one.

Is a cheaper survey a worse survey?

Not necessarily, but check what has been left out. The usual differences are the number of included samples, whether a site plan is drawn, whether the loft and outbuildings are included and whether the surveying organisation is UKAS accredited. Compare those four before comparing the totals.

How long does the report take?

Laboratory analysis is the pacing step, so most surveyors quote a turnaround in working days from the visit rather than hours. Ask for it in writing if the survey is holding up a sale or a start date.
