The asbestos report: what asbestos reports contain, what they cost and when one is a legal requirement

An asbestos report is the document a survey produces, and it is the thing you are actually buying. A visit that ends in a one page certificate saying asbestos was found is worth very little; a report with a plan, an identification for every item, a condition and risk assessment and a clear statement of what was not accessed is worth what the survey cost. The difference is invisible in a quote unless you ask.

What has to be in it

A site plan marking each item, what each one was identified as and the analysis certificate behind that identification, the material assessment for how readily each would release fibres and the priority assessment for how likely disturbance is, a recommended action for each, and an explicit list of areas the surveyor could not reach. Anything missing from that list is a gap somebody downstream has to fill.

What it costs, and why quotes differ

Report price rides on survey price, and survey price rides on the number of spaces and the number of samples. Two quotes for the same building usually differ on the included sample count, whether a plan is drawn, whether outbuildings and lofts are in scope, and whether the surveying organisation holds UKAS accreditation. Compare those four before comparing totals.

When one is required

There is no duty to hold a report as such. There is a duty on whoever is responsible for maintenance and repair of non-domestic premises to find out whether asbestos is present and to manage it, and a report is how that is normally evidenced. Before refurbishment or demolition, identification must happen whatever the paperwork is called. For flats, the common parts are non-domestic and the duty reaches them even though the individual dwellings are outside it.

Keeping it current

A report describes a building on a date. Once contractors have worked in the building, or a ceiling has been damaged, or the recommended re-inspection interval has passed, the document has stopped being a description and started being history. Updating the register is the cheap part; re-surveying because nobody updated it is not.
