These are two different legal instruments and duty holders often buy them together because the same person commissions both. The fire risk assessment is required under fire safety legislation and looks at fire hazards, means of escape and fire protection. The asbestos report and register come from the Control of Asbestos Regulations. They overlap in one important place, because asbestos was used as fire protection, and they are not interchangeable.
What each one is
A fire risk assessment identifies fire hazards, the people at risk, and the measures needed to control them, and it names a responsible person. An asbestos survey and register identify asbestos containing materials, their condition and the plan for managing them, under a duty held by whoever maintains the premises. Different law, different assessor, different review cycle.
Where they meet
Asbestos insulating board and sprayed coatings were widely used as fire protection to structure, in fire breaks above ceilings, and in fire doors and their linings. A fire risk assessment may therefore identify a compartmentation defect whose repair is asbestos work, and an asbestos survey may find material whose removal would reduce fire protection. Neither document can resolve that on its own.
Why they are commissioned together
One visit, one building, one responsible person, and a shared list of concealed spaces to open. Some consultancies offer both, and where they do it is worth asking who holds which accreditation, because fire risk assessment competence and UKAS accreditation for asbestos inspection are entirely separate things.
Fire doors
Older fire doors sometimes contain asbestos board as their core or in their linings. A fire door survey that recommends replacement is therefore sometimes an asbestos job as well, and the two contractors need to be told about each other before the doors come off.

Can one report cover both?

Which comes first?
For a building with neither, the asbestos survey usually comes first, because opening up for fire compartmentation checks may disturb material nobody has identified.
Does a fire risk assessor sample asbestos?
No, unless they also hold asbestos surveying competence. A note of suspect material is a prompt for an asbestos survey, not a finding.
