Asbestos removal is not priced from a rate card, and any figure quoted before the material has been identified is a guess with a decimal point. Four things set the price and they are all knowable before anyone quotes: what the material is, how much of it there is, how it is reached, and where the waste goes. Two quotes that look wildly different usually differ on the last of those rather than on the first.
What the material is
This is the biggest single lever. Licensable material such as insulation, sprayed coating and most insulating board has to be removed by a licensed contractor, under a sealed enclosure, after a notification period, with an independent clearance at the end. Non-licensed material such as cement sheeting and floor tiles has none of that. The same volume of material can therefore differ several times over in price depending only on what it turns out to be.
How much there is, and how it is reached
Volume is obvious. Access is not, and it is where quotes diverge. A roof needs a tower or a scaffold, a plant room needs the plant isolated, an occupied office needs out of hours working. Access is a real cost and a quote that does not name the method has not priced the largest part of itself.
Where the waste goes
Asbestos waste is hazardous waste, double wrapped, carried by a registered carrier under a consignment note and buried at a permitted site. It is charged by weight or by container, so a dense cement roof can carry a disposal bill larger than the labour. Ask for disposal as its own line, because a single figure hides the difference between two quotes.
Making quotes comparable
Ask every contractor for the same five lines: the analysis the price is based on, the licensable status of the work, the access method, the disposal route and measure, and what making good is included. When those five match, the totals mean something. Until they do, the cheapest quote is usually the one that has left the most out.

Is there an average asbestos removal cost?
Averages across such different jobs are close to meaningless: a licensable enclosure with a clearance and a garage roof strip are not the same trade. Price the job from its own survey.
Is free asbestos removal ever real?
Occasionally a scrap value or a grant scheme offsets part of a job, and some councils run subsidised collections for small household quantities. A contractor offering to take asbestos away for nothing is worth asking hard questions about disposal paperwork.
Does removal cost more than management?
Almost always, and management is frequently the correct answer for material in good condition. Removal is itself a disturbance, so it is a decision to be argued in the risk assessment rather than assumed.
