L2 is L3 plus detection in specified high risk areas. That short definition hides the whole design decision, because the list of high risk areas is not published anywhere: it comes out of the fire risk assessment for your building. Two identical buildings with different processes inside them get different L2 designs, and both are correct.
What L2 adds
An L3 design detects fire in the escape routes and in rooms that open onto them, so that people are warned before the route is compromised. L2 keeps all of that and adds detection in areas identified as high risk regardless of where they sit relative to the escape route. A plant room at the end of a dead end corridor, a laundry, a kitchen, a store of flammable materials and a room with a history of ignition sources are the usual candidates.
How the high risk areas get chosen
The fire risk assessment identifies sources of ignition, the fuel present, and the consequence of a fire starting unnoticed in each space. Areas that score badly on all three become the L2 additions. This is why the specification should name the rooms rather than simply saying L2: a contractor pricing L2 without that list is guessing, and two quotes for L2 on the same building can differ by a dozen devices.
Where L2 is the right answer
L2 suits buildings where the escape strategy works but there are identifiable places a fire could start and grow unobserved. Small hotels, care settings with waking staff, workshops attached to offices and mixed use buildings are common. It is cheaper than L1 and materially better than L3 in exactly the places where L3 designs are found wanting after an incident.
Getting the specification right
Insist the design document lists the rooms treated as high risk and says why. That list is what the next assessor will read, what the maintenance contractor will prove, and what protects you if the use of a room changes. A category letter on its own is a label; the room list is the design.

Who decides which rooms are high risk?
The fire risk assessment does, and the designer records the decision. If the list is missing from your documentation, nobody can prove the system delivers the category it claims.
Is L2 enough for a building where people sleep?
It can be, and it often is with appropriate staffing and compartmentation, but that is a conclusion for the risk assessment. Sleeping risk is the point at which the assessment has to be explicit rather than assumed.
