Fire safety certificate: what replaced it, and what a landlord or insurer actually wants

People ask for a fire safety certificate because a landlord, an insurer or a buyer has asked them for one. In Great Britain there is no such document to buy. The fire certificate regime was ended when the Regulatory Reform (Fire Safety) Order 2005 came in, and what the Order puts in its place is an assessment the responsible person has to make and keep current.

Why there is no fire safety certificate to apply for

The Fire Precautions Act 1971, which is what issued fire certificates, is repealed, and Schedule 5 to the Regulatory Reform (Fire Safety) Order 2005 revoked the Fire Certificate (Special Premises) Regulations 1976 in their entirety. Nobody has issued a fire certificate for premises since. A firm offering to sell you one is selling something else under an old name, which is worth knowing before you pay for it.

What the Order asks for instead

Article 9 requires the responsible person to make a suitable and sufficient assessment of the risks to which relevant persons are exposed, in order to identify the general fire precautions the Order obliges them to take. Where a dangerous substance is or may be present, that assessment has to consider it. The output is a live document owned by the responsible person, not a certificate signed by an authority.

What the person asking has usually got in mind

A landlord or managing agent normally means the current fire risk assessment for the building. An insurer usually wants that plus the service records behind it. A buyer or their solicitor wants the assessment, the significant findings and evidence that the actions in it were done. Asking which of those they need turns an impossible request into three documents you can produce.

The records that stand in, from the emergency lighting test certificate onward

The fire risk assessment with its action plan. Alarm servicing records and the weekly test log. Emergency lighting monthly and annual test records. Extinguisher service certificates and the monthly check log. Records for fire doors, and for any suppression or smoke control system. Those are issued by whoever did the work, and together they are what evidences compliance.

Are fire safety services Harrow suppliers different from anywhere else?

No, and the question is worth answering plainly because the search implies otherwise. The Order applies identically across England and Wales, the standards the work is done to are national, and the competence you should ask about is third party certification rather than locality. What being nearby genuinely buys is attendance when a system is in fault and willingness to return for a small job. Ask for the scheme numbers covering each activity, ask what the response time is in the contract, and treat the postcode as a convenience rather than a credential.

Landlord fire safety certificate: the document that does not exist, and the three that do

There is no statutory fire safety certificate for a rented property, which is why a letting agent asking for one gets different things from different landlords. What does exist and what they actually need: the fire risk assessment, which since the 2023 amendments must be recorded for premises of any size, including a single house in multiple occupation; the alarm and detection evidence, which in Scotland and Wales is a legal standard for homes and in an HMO is usually a system certificate and a service record; and the emergency lighting and extinguisher records where the common parts have them. Send those three and the request is met.

Questions people ask about fire safety certificate

Do I need a fire safety certificate for my business?

No, because none is issued. What the Fire Safety Order requires is a suitable and sufficient fire risk assessment, kept current, with the general fire precautions it identifies actually in place.

My landlord has asked for a fire safety certificate. What do I send?

Ask which document they mean. In practice it is the current fire risk assessment, usually with the alarm and emergency lighting service records that support it.

Does the fire service issue a fire safety certificate after an inspection?

No. The fire and rescue authority enforces the Order and can inspect, but it does not certify premises. An inspection ends in advice, a notice, or nothing, never a certificate.

Is a fire alarm certificate the same thing?

No. A fire alarm certificate is evidence about one system, issued by the contractor who installed or serviced it. It supports the risk assessment rather than standing in for it.

What happened to fire certificates issued before 2005?

They ceased to have effect when the Order came into force. A certificate found in a building file is a historical record and carries no standing now.

What does fire safety testing actually cover?

It is shorthand for several separate regimes on separate clocks, and the common failure is assuming one contract covers them all. The alarm has its own service interval and a weekly call point test that is the site's job. Emergency lighting has a monthly function test and an annual full duration test. Extinguishers have an annual service. Fire doors are inspected on a frequency the assessment sets. Dry risers, suppression systems and dampers each have their own. Ask any quote which of those it includes, then check the logbook has a page per regime, because a single certificate covering everything is a sign that something is not being tested.
