A new fire alarm system should hand over several certificates, not one, because different people are responsible for different parts of it. A single sheet headed installation certificate, with no design statement and no commissioning record, leaves a responsible person unable to say whether the system was ever right in the first place.
Design
States the category the system was designed to, the standard, the areas covered, any variations from the standard and the reasons for them, and who took responsibility for the design. This is the document that connects the system to the fire risk assessment, and it is the one most often missing. Without it, nobody can later say whether the coverage in the building is what was intended.
Installation
States that the system was installed in accordance with the design and the standard, identifies any deviations, and covers the cabling, the mounting and the workmanship. It is signed by the installer. Where the installation deviated from the design, the deviation should appear here rather than being absorbed silently.
Commissioning
States that every device was tested and functioned, that the cause and effect operated as specified, that the sound levels were measured and met the requirement, and that the batteries and standby supply were verified. This is the certificate that proves the system works rather than that it exists, and it is the one to read most carefully.
Acceptance and handover
The responsible person accepts the system, and receives the as fitted drawings, the zone chart, the operating instructions, the log book and the cause and effect schedule. Building work also triggers a duty to give fire safety information to the responsible person, which the handover pack is part of. A pack that is only a PDF of a certificate does not discharge it.
