Fire risk assessment Manchester: who enforces it, and what the mills and the towers each demand

Greater Manchester Fire and Rescue Service is the enforcing authority for fire safety in non-domestic premises and in the common parts of blocks across the city. The duty is the national one and does not move with the postcode. What moves is the building: Manchester puts two very different kinds of structure in front of an assessor, and they fail in opposite directions.

What the assessment has to establish

Who is at risk and how harm reaches them. Ignition sources, fuel and oxygen. Escape routes judged against the people who really use the building, including anyone asleep in it. Detection, warning, firefighting equipment and the maintenance behind them. It finishes in significant findings and an action plan with owners and dates, which is the part most often missing.

Converted mills and warehouses

Nineteenth century mill and warehouse space now carries offices, studios, bars and flats. The problems are structural: large open volumes, timber floors, a single original stair, and subdivision added over decades without tested compartmentation. None of that can be assumed from a drawing, so the assessment either establishes it by inspection or records what it could not see as a limitation.

New high rise, and the duties that come with height

The city has built a large amount of tall residential and build to rent stock in a short period. Above the height thresholds the general duty is joined by specific ones: regular checks of fire doors in common parts and of flat entrance doors, information to residents, and arrangements for the fire service. A new building is not automatically a simple assessment; it is a different list of things to prove.

Enforcement in practice

The service audits premises, acts on complaints and follows up incidents, with powers running from advice through an enforcement notice to prohibition. An auditor asks for the assessment, the significant findings and the evidence that the actions were carried out. Where the building is above eleven metres, the fire door check records are asked for alongside them.

Questions people ask about fire risk assessment Manchester

Who enforces fire safety in Manchester?

Greater Manchester Fire and Rescue Service, as the fire and rescue authority. In licensed housing in multiple occupation the council's housing team holds its own duties alongside it.

Does a converted mill need more than a standard assessment?

The same duty, usually much more work to discharge it, because compartmentation and concealed voids have to be established by inspection rather than read from drawings that no longer describe the building.

What do the height thresholds add?

Above eleven metres, regular checks of fire doors in the common parts and of flat entrance doors, with records. Higher thresholds add further duties on information and fire service access.

Does a garage in Manchester need a fire risk assessment?

A commercial garage does: a vehicle repair workshop, a car wash or a block of let lock-up garages is non-domestic premises, so the responsible person owes a written-up assessment under the Fire Safety Order, with fuels, paints, welding and battery charging as the risks it has to weigh. A private garage at a house is domestic and outside the Order.
