Fire risk assessment Liverpool: who enforces it, and what the older stock asks of the assessor

Merseyside Fire and Rescue Service is the fire and rescue authority for Liverpool, and under article 25 of the Fire Safety Order that makes it the enforcing authority for most premises in the city. The duty itself is national. What takes the time here is that a large share of the stock is old, converted, or both, and the paperwork that would answer the assessor's questions was never made.

What the assessment has to establish

Who is at risk and how harm reaches them. Ignition sources, fuel and oxygen. Means of escape judged against the people who actually occupy the building, including anyone sleeping. Detection and warning, firefighting equipment and the maintenance behind them. Then the significant findings and an action plan naming who does what by when, which is the part that turns a report into a change.

Converted warehouse and commercial stock

Waterfront and city centre warehouse and commercial buildings now carry flats, offices, bars and hotels. They were built as single volumes and are now many compartments, and the separation between them is later work of unrecorded quality. That has to be established by inspection, and where a surveyor cannot get above a ceiling or into a riser, the report says so rather than assuming the separation holds.

Terraces, conversions and sleeping risk

Large areas of the city are period terrace converted to flats or let room by room, often alongside a substantial student population. Sleeping risk, a single stair, and occupancy that changes every year are the recurring combination. Escape from an upper floor through a shared kitchen is the arrangement that fails most often, and no amount of detection fixes a layout.

Enforcement in practice

The service audits premises, acts on complaints and follows up incidents, with powers running from advice through enforcement notices to prohibition. What is asked for is the assessment, its significant findings and evidence the actions were done. Where the building is above the height thresholds, the fire door check records and the information given to residents are asked for with them.
