Buying a system before doing the assessment is the wrong order, and it is the order most buildings end up in after a letter from the fire authority.

Who carries the duty

The Fire Safety Order places duties on the responsible person, which in a workplace is the employer and otherwise the person with control of the premises. In a multi occupied building there can be several responsible persons with duties over different parts, and they are required to cooperate. Knowing which parts of your building you are responsible for is the first question, and landlords and tenants frequently disagree about it.

What the Order requires

A suitable and sufficient fire risk assessment, recorded where the thresholds apply. Appropriate fire detection and warning where the assessment shows it is needed. Equipment maintained in efficient working order. Emergency routes and exits kept available. Procedures for serious and imminent danger, and information and training for staff. The alarm is one of six things, and it is the one buildings usually get right while missing the others.

Industrial premises

Factories and warehouses raise specific issues: high racking that changes smoke movement, process heat that rules out standard detectors, noise that defeats sounders, and large open volumes that suit beam detection. Sector guidance exists for exactly this and is published free. A system designed for an office and installed in a warehouse will produce false alarms, missed fires and an audibility failure in the same building.

The fire risk assessment and who wrote it. The log book, with weekly tests and service visits recorded. The commissioning certificate and the category. The cause and effect matrix if there are interfaces. Evidence that staff have been trained on what the alarm signals mean.
