Fire risk assessment Bristol: who enforces it, and what the converted stock demands

Avon Fire and Rescue Service enforces fire safety in non-domestic premises and in the common parts of blocks across Bristol. The duty is national: the responsible person makes a suitable and sufficient assessment of the risks, records the significant findings and acts on them. What the assessor meets locally is a city where a great deal of the stock is doing a job it was not built for.

What the assessment has to establish

Who is at risk and how. Ignition, fuel and oxygen. Escape routes measured against the real occupants, including anyone who sleeps in the building. Detection and warning, firefighting equipment, and the maintenance regime behind both. The deliverable is the significant findings and an action plan that names owners and dates, not a pass mark.

Period conversions, and the fire compartmentation drawing that does not exist

Georgian and Victorian terraces converted to flats, offices and shared housing are everywhere in the city. Their floors, stairs and party walls were not built as fire separating elements, and later subdivision added voids nobody recorded. Compartmentation therefore has to be established by opening up or by a reasoned assumption that is written down as an assumption, never read off a drawing that does not exist.

Harbourside and warehouse space

Former warehouse and industrial buildings around the harbour now carry offices, bars, studios and flats, often several uses in one structure. Open volumes, timber floors and a single original stair are the recurring difficulty, and a mixed use building usually has several responsible persons who each assume somebody else holds the whole. The assessment has to say who holds what.

Enforcement in practice

The service audits, responds to complaints and follows up incidents, with powers running from advice to an enforcement notice and on to prohibition. What is asked for is the assessment, the significant findings and the evidence the actions happened. Where a building is above the height thresholds, the additional duties on fire doors and resident information are checked with it.

Questions people ask about fire risk assessment Bristol

Who enforces fire safety in Bristol?

Avon Fire and Rescue Service, as the fire and rescue authority for the area. Building control and the council's housing team hold separate duties that often overlap in a converted building.

Does a flat conversion need an assessment?

The common parts do. The Order applies to the common parts of a block, and the assessment covers the escape routes, lobbies, stairs, risers and the flat entrance doors as they affect those parts.

What if the compartmentation cannot be seen?

That is a limitation and belongs in the report as one. An assessment that assumes separation it never saw is the failure that gets found after a fire rather than before.
