Ecology is quoted in stages because the work is decided in stages. The preliminary appraisal is a fixed price. Everything after it depends on what the appraisal finds, which is why an ecologist who gives one number for the whole job before visiting is either guessing high or has not understood the site.
The fixed part
The preliminary ecological appraisal or preliminary roost assessment: a visit, a desk study and a report. Site size, travel and how much habitat there is to map are what move it, and a consultancy given the site boundary and a description will quote it without a visit.
The variable part
Species surveys, each with its own number of visits and its own season. Dusk and dawn visits carry a premium because of the hours. A site needing bats, newts and reptiles is three programmes rather than one.
What is often extra
Environmental records centre data, licence applications, mitigation design, biodiversity metric calculations, and attendance at site during works. Ask which of them are in the quote, because each is a real piece of work and a proposal that omits all four is not cheaper, it is narrower.

By commissioning the appraisal early, by fixing the design before the surveys, and by giving the ecologist good access on the first visit. Re visits and re surveys are the expensive part of almost every over budget ecology job.
