A principal contractor is appointed in writing by the client whenever more than one contractor is, or is likely to be, working on a project. Their job is the construction phase: planning it, managing it, monitoring it, and coordinating everyone working on site so the work is carried out without risks to health or safety. It is a legal role with named duties, not a job title the main contractor gives itself.
What the duties actually are
Regulation 13 requires the principal contractor to plan, manage and monitor the construction phase and coordinate matters relating to health and safety, taking account of the general principles of prevention. Regulation 12 makes them draw up or update the construction phase plan before the phase begins. Regulation 14 requires them to make sure workers are consulted and given a site induction, and that the site is secured against unauthorised access.
Coordinating other contractors
This is the part that produces most of the real work. The principal contractor has to make sure every contractor on site is told what they need to know, that their methods do not create risks for each other, and that the sequence on the ground matches what everyone submitted. It is why your RAMS is read against the construction phase plan rather than on its own.
Whether one party can be both principal roles
Yes. Nothing in CDM 2015 prevents the same organisation being appointed as both principal designer and principal contractor, and on design and build projects it is common. What it does not do is halve the work: both sets of duties still have to be discharged, and the organisation must be capable of doing so, which means having the skills, knowledge and experience for each.

Planning, managing and monitoring the pre-construction phase, coordinating the design so that foreseeable risks are eliminated or controlled, providing pre-construction information to designers and contractors, and preparing the health and safety file. Firms selling this as a service are selling regulatory competence in design coordination, which is a different skill from site management.
