Derivation as chartered: The count of registered certifying contractors per postcode area, per authorised scheme, read across every government-authorised competent person scheme at once - a density figure (registrants per 100,000 households) that no single scheme can publish, because each scheme sees only its own members and the cross-scheme register does not aggregate.
